We're asked by concerned dog-lovers, What if the people who keep dogs in yards 24/7 are no longer allowed to, and they bring them inside and chain them inside or keep them in a small room or in the basement?
This actually happens - AAS knows of dogs chained their whole lives to a table leg, chained in a basement, kept in closets and laundry rooms, and in crates, for so many hours a day that they finally can't walk. There are dogs in Vancouver that are imprisoned in windowless garages, often chained or kept in cages so that they can't touch the car they are guarding.
